NYS Empire Passes

The library currently has a limited number of Empire Passes available for checkout. Empire Passes cover the cost of parking for one vehicle, allowing your family to visit parks across the state free of charge! Please review the library’s borrowing policy below.

**PASSES ARE NOT AVAILABLE TO BORROW IN JANUARY AND FEBRUARY.

Borrowers must be at least 18 years of age and have a valid library card in the Southern Tier Library System (STLS) that is older than 30 days. Accounts must have a valid address and phone number on file. Accounts must be in good standing with no outstanding fines or bills over $10.00. As of August 2024, borrowers will be fined $5.00 per day past the due date, up to the cost of a replacement pass of $80.00. Empire Passes are available to borrow for 7 days. There are no renewals. You must wait 72 hours before you can borrow the pass again. You cannot place holds on WGPL Empire Passes. They are first come, first serve only. We prefer that you return passes in-person to avoid damage, but if you need to leave it in the drop box, call the library first and let us know. Lost Empire Passes will cost $80.00 to replace. Continued late returns will result in temporary loss of privilege to borrow library passes.
